Fire Chief Terry Shaffer

Shanksville Volunteer Fire Department (PA)

Fire Chief Terry Shaffer, retired Chief of the Shanksville, PA Volunteer Fire Department, dedicated 35 years to the fire service—including 25 years as Fire Chief—and led his department through one of the most defining moments in our nation’s history. As one of the first responders to the crash of United Airlines Flight 93 on September 11, 2001, Chief Shaffer guided recovery efforts with strength and humility, working alongside local and federal partners in the aftermath of unimaginable tragedy. In the years since, he has remained steadfast in honoring the passengers and crew of Flight 93, helping establish the Flight 93 National Memorial, dedicating a tanker in their memory, and welcoming families each year on 9/11. Beyond his historic leadership that day, Chief Shaffer strengthened his department through expanded facilities, enhanced apparatus and rescue capabilities, and regional emergency partnerships—while remaining deeply committed to his church, youth sports, and the Shanksville community he proudly calls home.

Fire Chief Edward P. Plaugher

Arlington County Fire Department (VA)

Fire Chief Edward Plaugher is a distinguished fire service leader whose career spans more than four decades of operational command, national leadership, and emergency preparedness. As Chief of the Arlington County, VA Fire Department, he led the response to the Pentagon terrorist attack on September 11, 2001, guiding lifesaving efforts and fostering unprecedented coordination among local and federal agencies—an approach later praised by the 9/11 Commission and shared nationwide as a model for emergency response. A visionary in disaster readiness, he helped establish the National Medical Response System to strengthen the nation’s ability to respond to terrorism and large-scale emergencies. Following his operational career, Chief Plaugher continued his impact as Assistant Executive Director for National Programs and Consulting Services at the International Association of Fire Chiefs, advancing safety and preparedness initiatives across the fire service. Honored as Career Fire Chief of the Year and commended by the U.S. Senate and Virginia General Assembly, Chief Plaugher’s legacy reflects extraordinary leadership, innovation, and unwavering service to his community and country.

Chief of Department Peter J. Ganci Jr. (Posthumously)

Fire Department City of New York (FDNY )

Chief of Department Peter J. Ganci, Jr., FDNY, is honored posthumously for a lifetime of courageous leadership and his ultimate sacrifice on September 11, 2001. A 33-year veteran of the FDNY and the department’s highest-ranking uniformed officer, Chief Ganci was leading rescue operations in the North Tower when he gave his life in the line of duty, steadfastly refusing to leave behind those he served. Rising through the ranks from firefighter to Chief of Department, he earned widespread respect for his bravery, integrity, and unwavering commitment to protecting others. A former member of the U.S. Army’s 82nd Airborne Division, Chief Ganci exemplified selfless service throughout his career. His legacy endures through the FDNY medal bearing his name, the firefighters he inspired—including his two sons—and the countless lives forever touched by his heroism.
