Jeff lived a life defined by service, steadiness, and deep devotion, qualities first nurtured by his parents, Harold and Bertha Skaggs. He served as a United States Army Ranger and military police sergeant, attaining the rank of E-5. Stationed at Fort Bliss in El Paso, Texas, he was also deployed to Honduras. The discipline and courage he carried never left him.
That commitment continued through his service with the Concord-Greene Fire Department. A volunteer firefighter, appointed captain in 2016, Jeff was often among the first on scene. He led quietly, steadily under pressure, always willing to go first.
For more than twenty years, he brought his community together by presenting the “Fire in the Sky” Fourth of July fireworks celebration. He believed protecting a community mattered, but so did giving families something meaningful to gather around.
On the farm, it was common to see him walking from place to place with dogs or cats trailing behind, earning him the affectionate nickname “Pied Piper.” He loved animals, country life, and helping anyone in need. If he passed someone stranded along the road, he stopped. He was a loyal and dependable friend, the kind of man who showed up when you needed him.
At home, he was the quiet anchor. He was a devoted husband whose bond with his wife, Cindy, was built on steadfastness, humor, and deep love. Those closest to him knew there was a tender, emotional side to Jeff that not everyone saw.
He was a proud father to Jonathan (Rebecca), Brian (Megan), Karen, Brooke (Aaron), and Brandon (Sarah), sharing his skills and wisdom freely. He often said he wanted to be the “fun Pap,” and he was. Full of bad jokes and hands-on lessons, he let his grandchildren—Wyatt, Janta, Lucy, Audrey, Noah, Eli, and Lola—do things with him, teaching as they went and helping them grow confident and capable.
On November 25, 2023, his time here changed, but the impact of his life did not. His name now stands among the honored, and his legacy lives on in the family and community he loved so completely.
