Captain Keith Phillips touched countless lives across the fire service during his 33 years of active duty. Driven by a lifelong desire to serve, he began his journey at just 15 as a junior firefighter with New Midway Volunteer Fire Company in Frederick County, Maryland. His path of service took him to Carroll County, Maryland, where he continued to volunteer with Union Bridge Fire Department in 1992, Taneytown Fire Department in 2001, and finally to Winfield Community Volunteer Fire Department in 2012. Throughout these years, he served in numerous line officer positions, served on the executive board, and was a dedicated member of the Carroll County Haz-Mat Team. Even those who didn’t know him personally likely knew his voice; since 2000, he served the community as an emergency communications specialist for the Department of Public Safety.
Keith was a fixture in Carroll County—truly a man who was no stranger to any firehouse. He possessed a larger-than-life presence and a personality to match, fueled by a sincere passion for providing fire and EMS services wherever his feet landed. Keith didn’t just follow; he led by example, always the first to jump in and assist with the toughest jobs. He was a devoted mentor to younger firefighters, and his leadership earned him the Shock Trauma Hero Award in 2016.
Beyond the sirens and training sessions, Keith’s favorite moments were spent at the heart of the community. Whether he was at the microphone calling Bingo or riding through the neighborhoods for Santa detail, Keith brought joy and a sense of family to everyone he met. At home, he was happiest spending time with his loved ones, attending sporting events and, of course, following his beloved wrestling.
On May 2, 2021, after a courageous three-year battle with glioblastoma, Keith passed away peacefully. He left this world surrounded by the love of his wife, Laurie, his children, and family, as well as his fire department family.
