Neil Allen Payne, 59, of Stockton, was born on March 19, 1963, in Salisbury, Maryland, and passed away on October 16, 2022.
He graduated from Snow Hill High School, Class of 1981. Neil began his career as an electrician’s apprentice for Gus Foltz while still enrolled in high school, earning his own electrical license in 1984. He took a job working for Holly Farms/Tyson of Snow Hill, Maryland, for a few years. He decided to enter into business for himself as sole proprietor of Payne’s Electric in 1989.
Neil was very active in his community, serving in the Stockton Volunteer Fire Company for 36 years. He held the position of fire chief for 30 years and worked as a cardiac rescue technician from 1989 until 1993 in conjunction with his electrical business. Neil was the longest-running fire chief in Worcester County at the time of his passing. He was also Stockton Fire Company’s longest serving chief since its founding in 1924.
Neil enjoyed spending time with his family and friends. Anyone who knew Neil knew that he lived life to the fullest. He would befriend anyone he met and had many hobbies that he enjoyed, always eager to share his interests with others. Those who knew Neil also knew that his list of hobbies and expertise was without end. Neil was a dedicated father, volunteering to coach sports teams, participating in scouts with his son, and traveling to attend many dance competitions with his daughter. He also loved being a grandfather, introducing his love of hobbies to his grandchildren. He and his wife enjoyed taking weekend trips to Williamsburg and Pennsylvania.
Neil passed away on the morning of October 16, 2022, while on duty in the command vehicle. He was able to make a radio call for assistance and attempted to render self-aid. Upon arrival, crews found Chief Payne semi-conscious, and shortly thereafter he went into cardiac arrest. The valiant efforts of all units involved were not enough to save Chief Payne. He was pronounced dead at TidalHealth Peninsula Regional, the same hospital in which he was born.
Most importantly, Neil was a loving husband to Dawn, his wife of 38 years, a loving father to his children, Shelby and Brock, and a loving grandfather to his grandchildren, Wesley and Kinsley.
Neil was a respected and valued member of the Worcester County community and is remembered by all for his devotion, integrity, and sense of humor.
