Richard F. Devine‚ 49‚ an 11-year veteran with the Philadelphia Fire Department‚ died on June 29‚ 1999‚ of a heart attack after collapsing at the scene of a row house fire. A much-decorated Vietnam veteran‚ he returned to Philadelphia and worked as a machinist prior to joining the fire department. He received a Unit Citation for Valor after rescuing five people from a burning building.
