Bill was born in New Jersey. He went to high school in Phoenix AZ, then moved to Las Cruces NM to attend NMSU. He started working at White Sands Missle Range and lived in Las Cruces until his retirement. At that time, he moved to his farm near Caballo NM, where he served as a volunteer fire fighter. He died during a training exercise. Bill loved working on his pecan orchard. He was married to Norma and raised 5 children.
